Multi-year parking permits
New EM-P and EM-S multi-year parking permit are available at IU Bloomington for 2020–21.
Available to full-time employees with access to payroll deduction, these permits will renew annually through 2024. Employees who are eligible for the multi-year permit will see two EM-S and two EM-P options available to them during online ordering. One option will be for an annual permit and the other for the new multi-year permit. If the incorrect permit is ordered, the employee may exchange it at the parking operations office in the Henderson garage.

Things to know about the multi-year permit
- It is available as EM-S and EM-P permits.
- It will only be available to payroll eligible full time employees.
- It can only be paid for through payroll deduction.
- It will automatically renew each year.
- Permits issued this year will expire in 2024.
- There is no price break associated with a multi-year permit. It will renew at the current EM-S or EM-P price each year.
- It may be exchanged for an annual permit at the parking operations office in the Henderson Garage.
- It will be a different color than the annual permit. The 2020–21 annual permits will be cream and the multi-year permit will be gray.
- If the multi-year permit breaks, it will be replaced at no charge to the employee.
- Employees who have a multi-year permit will need to take care to see that their vehicle information is current with parking operations.
- Like all permits, if a multi-year permit is lost or stolen, please report the situation to parking operations as soon as possible.

Why was the option of the multi-year permit added?
The multi-year permit option saves employees time by not requiring a renewal on an annual basis. This initiative is also part of the university's commitment to sustainability by reducing the amount of plastic and paper that are used in processing annual permits.
What are the benefits to me if I choose to get a multi-year permit?
The biggest benefit you will enjoy is saving time. With the auto renewal feature, you no longer have to remember to renew your permit each year. There is also a pretax benefit to you by participating in payroll deduction.
What are the differences between the annual year and multi-year permit options?
- To get the multi-year permit, you must participate in payroll deduction for the auto renewal feature to work.
- Multi-year permits purchased this year do not expire until 2024.
- Multi-year permits can be purchased online or in the office.
If I choose the multi-year permit option, what happens if I change my mind?
Just like an annual permit, you will have the ability to change your permit type at any time.
Will I still need to renew each year?
No. If you choose the multi-year permit, you are agreeing to automatically renew through payroll deduction at the new rates each year of the multiple year term.
What permits have a multi-year permit option?
EM-P, EM-S, Disabled EM-P, and Disabled EM-S
What permits do NOT have a multi-year permit option?
Reserved (R), Employee Retired, EM-V, and Carpool permits only have an annual year permit option.
How does the multi-year permit option benefit the university?
This initiative supports the university's commitment to sustainability by reducing the amount of plastic and paper used to process permit sales on an annual basis. Efficiencies gained by the multi-year permit program will help keep overhead costs down, which can directly impact costs passed onto campus and community customers.
Are other IU campuses adopting the multi-year permit option?
Yes, IUPUI, IU East, IU South Bend, IU Kokomo, and IU Southeast offer a multi-year permit option.
Will this multi-year permit be accepted at other IU campuses?

When does the multi-year permit expire?
June 30, 2024. Any multi-year permits purchased between now and then will also expire on this date.
Will this change where I park?
There will be no changes to where you are able to park by switching to a multi-year permit.
Does the multi-year permit cost more than an annual permit?
No. For any given year during the permit's term, the cost will be exactly the same as the annual year permit of the same type.
If I choose the multi-year permit option, does that mean I can keep the same rate every year too?
All permits, including the multi-year permit option, are subject to annual rate increases. In order to get the multi-year permit, you will need to agree to the annual rate increases up front. Remember you can exchange or return your permit at any time.
If I choose the multi-year permit option, do I have to keep it for the entire term of the permit?
The multi-year permit is not a commitment to buy, simply an opportunity to get your permit and not worry about it again until it expires in 2024. If you change your mind at any time or no longer need a parking permit, you will always have the option to exchange or return it.
Can I pay for the multi-year permit up front?
No. The only way the multi-year permit can auto renew is through the payroll deduction feature. Remember, by participating in payroll deduction, your parking pass is a pretax benefit to you.
Why are the parking rates unavailable for each year of the multi-year permit?
The Board of Trustees has provided direction to us to meet the established peer median rates. We have to wait until we know what our peers will do before we can establish a median rate each year.
What happens if I leave the university two years into my multi-year permit?
No matter which permit option you select, it is very important to return your parking permit upon separation from the university. This will avoid accruing fees. Payroll deduction will stop automatically once you return your permit, or a refund will be processed if you paid for your parking permit in advance.
Can I still pay for my parking fees via payroll deduction?
Yes. Participation in payroll deduction is required for the multi-year permit and optional for the annual year permit.
Can I participate in payroll deduction if I choose an annual year permit?
You still have the option of paying up front when purchasing an annual year permit; however, we highly encourage you to take advantage of the convenience and sustainability benefits associated with the multi-year permit.
Will students also have a multi-year permit option?
No. The multi-year permit option is for faculty and staff only who participate in payroll deduction. In the future, it may be added as an option for students.
I am only able to buy my parking permit each semester. Am I eligible for a multi-year permit?
There will not be a multi-year permit option for an employee fall, spring, or summer semester permit.
I am an affiliate employee/student. Am I eligible for the multi-year permit option?
Since an affiliate is not paid by the university, they are not eligible for a multi-year permit because payroll deduction is a requirement.
If my multi-year permit becomes worn down before 2024, is there a replacement charge for a new one?
No. If your permit gets worn out due to normal wear and tear, you can bring it to our office and we will be happy to replace it at no charge
What if my permit is lost or stolen?
If your permit is lost or stolen, let us know immediately. There will be a replacement fee of $25.
How can I exchange my multi-year permit for a different permit?
You can exchange your permit anytime for another permit. Just bring your existing permit to our office.
What if I go on leave or FMLA? What do I need to do with my permit?
Return your permit to us and we can temporarily suspend your payroll deduction. Once you return to campus, we will issue the same permit type back to you.
What if I get a new vehicle?
If you get a new vehicle, just add it to your account through the IU Parking Portal.
